Restrict the shipping of certain products to specific countries

"Is it possible to restrict the shipping of a product to only ship to certain countries? We have some products for which we have a license to only ship to U.S. and Canada."

answer
Yes, it is possible to restrict a specific product to only be shippable to certain countries. To accomplish this, it would be necessary to first create a custom shipping method that is only displayed for certain countries. Next, the product would be edited to only allow the new shipping method.

prerequisites
Before beginning, an understanding of the Product Editor and of the Shipping Method Editor is recommended.
 
Create the custom shipping method

To create a shipping method that is only displayed for certain countries, follow the steps below:
  1. In the store's admin area, go to [Shipping > Add a Shipping Method].
  2. On the Shipping Method Editor page, scroll down to the section titled Display Zones and select Display only to customers in the zones selected below.... Additional options will now be added to the page.
  3. At the Shipping Triggers setting, select any from the dropdown menu.
  4. At the Countries setting, locate the name of a country to which this shipping method will be displayed. For example: Canada.
  5. Click on the name of the country to select it.
  6. To allow the shipping method to be displayed for multiple countries, hold down the Ctrl key and then click the name of each additional country. For example: United States
  7. Confirm that all of the shipping method settings have been entered correctly, then click Save Changes at the bottom of the page.
Using the above procedure, one shipping method could be created for all of the allowed countries. Or, a different shipping method could be created for each country.
 
Update the product settings

Once the custom shipping method(s) have been created, follow the steps below to edit the product so that it is restricted to only the new custom shipping method(s):
  1. In the store's admin area, go to [Products > Search Products].
  2. On the Search Products page, locate the product that may only be shipped to specific countries, and click the product's SID number link or edit button to open the product in the Product Editor.
  3. On the Product Editor page, scroll down to the Shipping & Fulfillment section, and locate option 32 This product may only be shipped by the following methods.
  4. From the option 32 dropdown menu, select Only the ship methods selected below..., which will expand the option to display a list of all active shipping methods.
  5. From the Shipping Method Name list, locate the new custom shipping methods and select the corresponding checkboxes. Clear the checkboxes corresponding to all other shipping methods.
  6. Click any of the Submit All buttons on the page to save the changes.
The above procedure would need to be repeated for each product that may only be shipped to specified countries.
 
Summary

With these changes, any customer will be able to add the product to the basket.

On the checkout page, if the customer enters a shipping address within the countries assigned in the Select Zones setting of the custom shipping methods, then the custom shipping method will be displayed.

If the customer enters a shipping address outside those countries, no shipping methods will be displayed, and so the customers will not be able to complete the order, as long as the basket contains the product that has shipping country restrictions.
