Google has a built-in tool which you can use to submit your site.
However, in our experience Google will generally pick up a website within a few days to a few weeks regardless of whether or not the Google submit tool is used.
Google and other search engines use software known as "spiders" to crawl the web on a pretty regular basis. The spiders crawl around and find sites to add to the search engine's index. This is generally how sites are added to those listed in the results; not by manual submission.
