Step 4 of the Place an Order Tool includes a Password and Confirm Password field. Here's how these password fields are used in different scenarios:
Placing an order for a new customer
When placing an order for a new customer, these fields can be completed to add a password to the customer's account.

Once the customer's account has a password, then they will be able to log in to their Customer Account Area in the storefront to review their order history, manage their contact info, and more.
The password fields are optional when placing an order for a new customer.
Placing an order for an existing customer
When placing an order for an existing customer, these fields will be blank, whether or not the customer has a password associated with their account.
If the password fields are left blank, then the customer's current password (if any) will be left unchanged. If the customer doesn't already have a password, then it will remain that way.
If a password is entered in these fields, then the customer's current password (if any) will be changed to that password. If the customer doesn't already have a password, then the entered password will be assigned to their account.
