A customer's billing address is the address that their credit card account has on file.  This information is used to verify their credit card or other payment information.

Customers have one billing address associated with their account.

When an order is placed, a "snapshot" of their billing address is saved in that order record. The billing address in the customer account is separate from the billing address in the order record, and the two can be edited independently of each other.
